SVG minifier

Exactly three things: drop comments, the XML declaration and <metadata> blocks, and collapse structural whitespace between tags. Text content and attribute values are kept byte-for-byte; id / class are never removed (they may be referenced by CSS / JS / url(#…)). All local, no network.
